migrating a website

  I have a website that is being hosted elsewhere (is a Weebly design) and I would like to migrate it to wordpress. This will involve making a new design in WordPress and then transferring the hosting to wordpress. How do I go about this to guarantee that my site will be seamlessly live? I am intending to use the ‘personal’ level package initially.
