How can I help a client move their site to wordpress.com? my plan was to invoice the client (long-time client), set up the pro plan for them, migrate their current website, and also transfer their domain name (as well as set up pro email).
Should I have them go through all of this process – then have them set me up as an admin so that I can migrate their website?
And if they aren’t really tech savvy or would really rather someone else deal with the inner workings of this process – then what?

Hi there; first, you can move a self-hosted WordPress site to WordPress.com by following the steps at https://wordpress.com/support/import/import-an-entire-wordpress-site/
As for the order of things, I recommend that they set up their account and the site the content will be imported to, then purchase the plan themselves; that way, they can set up auto-renew on their card.
They can then add you to the site so you can assist with the migration: https://wordpress.com/support/user-roles/#adding-users-to-your-site
