Migrating a website and it just goes to wp-install

  Hi
  My name is Jeff and I am migrating a website over. When I change the names in the option on the DB and then change the wp-config to that DB it goes straight to wp-install. I have tried an example of this on my localhost and it doesn’t do this. Can ayone help?!
