Migrating Followers

  When I try to migrate followers from our old wordpress.com site to our new self-hosted site, using the migration tool (https://wordpress.com/manage/135961371) I get an error saying ‘Only blog owners can migrate subscribers’, I’m the owner etc, so not sure what else to do?
