Hi there! Since you are importing into a self-hosted/local install, it would use the default import tools from WordPress.org instead. This may differ from how XML imports work on WordPress.com, but the files should still be compatible. You may need to use a plugin or other methods to search/replace the URLs with the domain or IP you are using with your local install after importing, provided the images were downloaded to your Media Library. WordPress.org has the following guide for imports: https://developer.wordpress.org/advanced-administration/wordpress/import/
Typically you’d want to select Download and import file attachments, which will download the files from your substacktest4.wordpress.com URLs in the XML export and add them to your local install, replacing the URLs automatically. Hope this helps :)
