Migrating subscribers

Hi,
I recently moved a wordpress.com blog to a self-hosted wordpress site (with jetpack), but am having a bit of trouble migrating our previous subscribers to our new blog.
Our old blog is artarctica.wordpress.com , the new one (with jetpack installed, and Subscriptions module enabled) is: http://www.artarctica.com

The exact problem I am facing is that, following the instructions you posted (and which I was trying to follow earlier), there is no “migrate followers” button in the Settings page. In fact I don’t have jetpack installed (nor can I install it for some reason, or any other plugins).
Is there a way around this?

You will have to install Jetpack on your self-hosted blog and then link it to WordPress.com blog.
As you pointed, plugins can’t be installed on WordPress.com blog. I think you are checking for “migrate followers” at a wrong place, in WordPress.com dashboard

I have installed jetpack on my self-hosted blog/site. (www.artarctica.com)
I have enabled the module “Single Sign-On” and connected it to my wordpress account (laonikoss), under which the old blog is administered (artarctica.wordpress.com).
When I visit the wordpress.com blog (the latter link) I see no options as to migrate subscribers. When I visit the newer blog (the first link, the self-hosted website) in no place (in any “settings” page, including Jetpack’s settings page, or the “single sign-on” module’s settings page) is there an option to migrate subscribers or anything remotely similar.
Where should I be checking for the “migrate followers” button?
On the jetpack support pages, it says that, in wordpress.com admin page, I should be seeing a button through which I can “switch sites” and open the self-hosted website. That does not exist. In wordpress.com admin panel there is only the wordpress.com-hosted blog.
But I don’t know how to solve this, as I have disabled/reactivated the single sign-on module, I’ve connected it to my wordpress.com account, and I see no more options for making any more “connections”.

Could you confirm if you are checking the Settings in the new and improved WordPress.com dashboard as shown in the http://jetpack.me/support/subscription-migration-tool/ or the old WP Admin?

Yes, I can confirm it is this panel, and not the wp-admin panel.
All I can see is the globe button with “artarctica.wordpress.com” and below it another button, “+ ADD NEW WORDPRESS” which prompts me to create a new blog.

If you linked your self-hosted blog correctly, it will be shown there as well, alongside your WordPress.com blog.
“migrate followers” link will be present on the Settings screen of the self-hosted blog.
