Migration (wp_* tables) from WordPress.com to self-hosted or managed WP service

I’m considering purchasing one of the WordPress.com paid plans, but I need to know I can execute an exit strategy in the future if I want to switch to another managed WordPress service or self-hosted site. Does WordPress.com have facilities or features to make this easy or even possible?
To clarify, I need to migrate EVERYTHING – including the wp_* tables like wp_users, wp_usermeta, wp_posts, etc. I’ve seen some information indicating I can move posts, but nothing in regards to data from wp_users or wp_usermeta. Is this possible using the phpmyadmin console or some other feature?

It is possible to perform a true migration (of your site, theme, plugins, and all database tables) if your site uses our Business plan or higher. However for sites on our lower level plans (or free sites) this is not an option.

It is also worth noting that the Business Plan essentially has all the capabilities of a self-hosted site (to upload any plugin or theme “designed for WordPress”) but with the advantage of being on our managed WordPress-specific hosting, including automatic updates to core WordPress software, security scanning, brute force protection, user-accessible backups, and 24/7 live chat support.
So if you are upgrading to our Business plan, this may take care of your need to migrate to self-hosted, since you would essentially have the same site capabilities here without ever leaving.
