A site generally needs thousands of pageviews per month in order to have met minimum traffic requirements for WordAds. The exact amount is unclear (comments by others suggest around 15,000, and it seems to vary over time ) but if you feel you have enough visitors to your site you can apply, and your site will only get sent to the advertisers when the current minimum traffic requirements are met.
If you have applied and not heard anything back over a period of time it may be worth sending a follow-up email as well.
You can see how much traffic your site has had in the default editor by clicking on the ‘Stats’ menu option (or if using the WordPress dashboard hover over ‘Dashboard’ in the top left and click on Site Stats’).

To use WordAds on a self-hosted WordPress site you need the Jetpack plugin on the Premium or Professional Plan. The plan gives you automatic access to WordAds, so there’s no minimum traffic requirement in that case, though you will still need several thousand views a month if you hope to make any meaningful income with online advertising, regardless of the ad network you use.

In reference to self-hosted WordPress sites (using WordPress.org software and not hosted here at WordPress.com), you are referring to the Premium or Professional Plan from Jetpack?
And just for extra clarification, it is still possible to have a site hosted on WordPress.com and run WordAds but you would need to meet minimum traffic requirements in this case (unless you have a VIP account)?

WordPress VIP has nothing to do with WordAds. VIP users pay upwards of $5000 a month for their sites, and they can run whatever advertising they want.
WordAds is available for WordPress.com sites with their own domains, or self-hosted sites using the Jetpack plugin. With Jetpack sites you need to be on the Premium or Professional Jetpack plan. WordPress.com plans cannot be bought for Jetpack sites.
On WordPress.com a plan is not required, but the Premium or Business plan comes with automatic approval. On the Personal plan or with only a domain you need to meet the minimum traffic requirement. See:
