missing 'add new' in the 'themes' section of 'appearance'

  There is no ‘add new’ button available in the ‘themes’ tab. I am trying to upload a theme for my wordpress but can not find the ‘add new’ button which is meant to be between the ‘themes’ title and ‘search installed themes’ search bar

  The blog I need help with is: (visible only to logged in users)

  Themes can’t be uploaded to blogs hosted on WordPress.com. They can only be uploaded to self-hosted blogs running on WordPress.org software. You can read more about the differences between WordPress.com and WordPress.org here:
