Missing add plugin and got error "Sorry you are not allowed to access this page"

i just confuse how i got that error when i try to click, “Begin activating plugin”, and i confuse too why in my dashboard i didnt see add plugin button, in some tutorial i need to edit wp-config but, i didnt install any ftp plugin so i cant edit wp-config.

Your site is not hosted on WordPress.com, but using the open source WordPress.org software at another hosting provider, so we have no control over how it works.
