Missing box in general setting

I wish to change the address of my wordpress blog recently. After searching around I discovered that what needed to be done was actually going to “Settings->General” and simply type in a new address under the box named “WordPress address (URL)”
However, that box, along with “Blog address (URL)” is missing in my General Settings page!
Right belong the “Tagline” box, instead of those two boxes, I have a “Language” box instead…
Do anyone know how I can change my blog address?

If this is the blog you are talking about, you cannot change an existing URL such as darkofthenight.wordpress.com to anotherblogname.wordpress.com. What you have to do is register another blog and then export the stuff from the current blog and import it into the new blog: http://support.wordpress.com/moving-a-blog/#moving-between-wordpress-com-blogs .
The other option is to buy your own domain name and then domain map it to the existing blog: http://support.wordpress.com/domain-mapping/ .
The istructions that you found were for self-hosted wordpress blogs, not for blogs hosted here at wordpress.COM. This support document explains the differences: http://support.wordpress.com/com-vs-org/ .
