Missing Button, want to start over account

I am missing things like the ‘add new theme’ button and I want to start over on my account to hopefully get this back. I tried to do this by deleting the account and it said to contact support to have this done so I can keep the url.
The blog I need help with is: (visible only to logged in users)

That button exists only on self hosted wordpress.ORG software installs. It does not exist on wordpress.COM hosted blogs.
You cannot install any custom theme or any third party theme into any wordpress.COM hosted blog and there is no upgrade that changes that. The “add new theme” option does not exist on any WordPress.COM hosted blogs. You are confusing WordPress.ORG software with WordPress.COM hosted blogs.
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,

There is no upgrade you can purchase here that changes that reality.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

You are confused. Deactivating your account https://en.support.wordpress.com/deleting-accounts/ is all that can be done. Moreover, if you are moving to wordpress.ORG you need an account here at wordpress.COM so you can run the Jetpack plugin and Akismet on your new site.

Only Staff can edit, close or delete forum posts. That said waiting for an email response from Staff in a lengthy queue when you can get one from a Volunteer here immediately makes no sense.

Wow, thanks for taking the time to type all that up. If it wasn’t obvious, I’m not super invested in WordPress, just moving from an HTML site for the ease of updating. Had no clue of the difference between the .org and .com. Thanks again!
