missing editing functions buttons in "add new post"

  I couldn’t see the second row of editing buttons that are normally listed above the editing area, from which you can chose different functions to edit your writing. however, for the same theme: i.e. imbalance 2. I can see the second row of editing functions in my another blog.

  Any thoughts?

  The rightmost button of the first row toggles the second row on/off.
