Are you running a browser and version of it found at
http://browsehappy.com? If not, upgrade please. To access the CSS editor, go to Appearance → Customize → CSS in your blog dashboard.
Have you consulted the custom design support docs?

The Appearance → Editor section that let’s you modify theme files in WordPress is not available on WordPress.com blogs because the themes are a set of pre-selected themes that area reviewed and maintained by our theme team so that they are secure and accurate, work with all the WordPress.com features, and don’t have any major flaws. You can get access to Appearance → Editor to edit theme files if you switch to a WordPress.org setup. However, you may not need to do that depending on what you’re trying to do.
What is your end goal? What are you trying to change with the editor button?
