Missing Front Page Display setting—> Under tools — Reading is missing

  I cannot create a static front page because the Front Page Display setting is missing. It is not under Reading Tools where is should be, nor is it anywhere else under Tools. The site is http://floundah2013.wordpress.com/.

  There is no homepage or any other pages and posts at all for now because I removed everything in order to create a clean slate. I have cleared the cache several times. There is still no Front Page Display setting anywhere.

  The blog I need help with is: (visible only to logged in users)

  If you don’t have a page, as opposed to a post, it’s possible WP.com doesn’t display the option to choose a static page opening at all. It would be an improvement if that were the case. To test this, create and publish a static page, then see if the option appears.

  Fixed. Thank you.

  I don’t understand why this didn’t work before when I tried these same steps even when I cleared the cache. Odd.
