missing options

upload themes is not showing also there is no option for plugins.
What is going on i am not a premium member but as the site is not even working i would not even think of it as of now.I am not a programer or tech geek so the few things i have read online are just a confusing mess.

You are currently using WordPress.COM that’s why you can’t upload custom WordPress themes and install plugins for security reasons. However, this can be done at WordPress.ORG
