Missing plugin on my Dashboard

  For Long , I have been finding it diffucult to have a plugin accessories on my Dashboard. Has this to do with the Service Level Agreement I made with wordPress or not? Upgrade my Service to a Level that could give me Access to plugins.

  I’m sorry but if you are reading anything that makes you think that bloggers can install plugins on sites hosted by wordpress.COM, then you are mistaken/misinformed. We have never had that ability. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.

  There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability is provided on wordpress.COM hosted sites for security and stability reasons. No upgrade changes that reality. Here at wordpress.COM we have built-in plugins. https://en.support.wordpress.com/plugins/
