Missing sub-panels

  The Administration Panel (Dashboard) in my blog is missing all the sub-panels described in the WordPress Codex page regarding the Administration Panel.

  I am not able to add any plugins because the subpanel for plugins one of the missing panels.

  I am using WordPress.com and not WordPress.org; is that the reason why the sub-panels are missing, or is it because WordPress are currently updating the WordPress.com Administration Panel (dashboard) GUI?

  In wp.com blogs you cannot use plugins. The Administration Panel shown in the Codex page is the wp.org one; this is our dashboard sidebar, broken in three columns:

  

  (plus, for some themes, Custom Header or Theme Options, under Appearance)
