Missing the 2nd row of buttons from the visual editor

    I’ve already looked at the help guides dealing with the missing row, and the only thing I found close to it is when you’re only a contributor to the site. However, that is not the case for me, as I am the administrator of it (I know because I checked.) So does anyone have an idea why I only have the first row of buttons, while I should also have the second row, as brought out in this article: http://en.support.wordpress.com/visual-editor/ ?
