Missing 'Tools' Menu

I just created a WordPress site at WordPress.com and I am looking to import an existing WordPress site (.xml file) into my new site. However, there doesn’t seem to be a Tools menu on the dashboard as I’m accustomed to, which is where I would find the import/export site options. Am I missing something, or is there another way to access this feature?

Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and navigate to Tools.
Dashboard > Tools > Import
