I see you were able to activate your cookies banner on appleton, mine disappeared when I switched themes. To clarify the reason that https://nickstestsite203406203.wordpress.com/ shows the cookies banner is because it is a free site (with no upgrade) and we insert the banner as required to show the ads we display on free sites.
However, when you upgrade our ads are removed, and along with them the banner that was required. While it is possible to add a cookies banner as a widget, that method only works on our classic themes. In your case Appleton is a newer “Block Theme” that uses the Site editor for customization. As you noted this theme does not have an area that widgets can be placed in, so that is not an option with this theme.
Instead, you can search for a Cookies & Consents Banner plugin or consider switching to a theme that offers an area to place widgets: https://wordpress.com/themes/filter/classic-theme.
Another option would be to enable WordAds on your site (an option included in your Premium plan) which would display ads on your current site, and would also cause the banner to return as it was when the site was free and without upgrades.
