Mixed language settings and no option to change

  Hi,
  I am using wordpress 3.2.1 and suddenly I have realized that my Dashboard is Turkish.
  Because of this my theme is now showing times and dates in a funny format.
  I want to change it back to English but did not work. From Updates section
  I re-installed it again but no, did not work and still no option for language settings.
  Searched it with google and seems older versions (as I can recall too) there was
  an option to set the language :(
  Would you please at least point me the piece of code where I can set everything
  back to English.
