I don’t like the mobile version of my site WordPress creates, if I used an external mobile website creator will I be able to use it?

Oxygen is a responsive layout theme. http://theme.wordpress.com/themes/features/responsive-layout/ When we use responsive layout themes that adapt to the devices being used to display them we go to – Appearance – Mobile and disable that mobile theme, which is a completely different theme.
Know that responsive width means the layout adapts depending on the size of the device being used to view your site. When responsive width themes are viewed on mobiles sidebars appear below the posts in order to provide as much space as possible for reading.

Thank you. So I assume there’s no way of getting rid of that horrible blueish menu bar at the top of the mobile version then?
