I’m trying to disable mobile view using the instructions on the site but I don’t even see that option on my dashboard? Anyone know how to do this?
The blog I need help with is: (visible only to logged in users)

The mobile ready theme is a default theme and a completely different theme that you do not need to enable, if your theme is listed as a responsive layout theme here https://theme.wordpress.com/themes/features/responsive-layout/
The mobile default theme is provided for those who run older themes that aren’t the gold standard which is responsive layout.
A responsive layout theme adapts to different screen sizes so that your website will work (and be optimized for) iPhones, iPads, Android and other mobile devices. When responsive width themes are viewed on mobiles sidebars appear below the posts in order to provide as much space as possible for reading.
When we use a responsive theme we disable the mobile theme. Go to >Dashboard > Appearance > Mobile and disable the mobile theme
http:/NAME_OF_BLOG.wordpress.com/wp-admin/themes.php?page=mobile-options
* Replace NAME_OF_BLOG withe the actual name of your blog in that URL.
You can read more in the support docs at https://en.support.wordpress.com/themes/mobile-themes/
You can test your site at this link https://www.google.com/webmasters/tools/mobile-friendly/
If none of that is helpful then I apologize and advise you to seek Staff help. Please post this specific info here:
(a) Exactly what kind of device you are using to connect to the internet and to WordPress.com.
(b) Exactly which browser (and version of it) you’re using by checking here if necessary http://supportdetails.com/Then type modlook into the sidebar tags on this thread for a Staff follow-up. P.S. You are using a retired theme that is not a responsive theme so disabling the mobile theme is not the best way to go. Themes are retired when they no longer support all wordpress.com features. The recommendation is to switch to a newer theme.
re: switching themes
Themes are just “skins” on WordPress.COM hosted blogs.
Note that switching themes https://en.support.wordpress.com/themes/#switch-themes can be easily done, provided you are logged in as Admin under the same username account that registered the site, you tohttp://NAME_OF_BLOG.wordpress.com/wp-admin/themes.php
*Replace NAME_OF_BLOG in that URL with the actual name of your blog. wp-admin/themes.php
We have a preview function. No content is lost when switching themes on WordPress.COM hosted blogs. It does not matter if the site is private or public.
Provided you are logged in as Admin under the username account that registered the site go to https://wordpress.com/themes and type in your key words, or the name of theme.
If you are not logged in under the correct WordPress.COM username account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies prior to logging into another account
If you did not register the site and do not have the required access you need to contact the person who registered the account and site under it and have them either act, or transfer the site to your username account by using this process. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
The theme customizer https://en.support.wordpress.com/customizer/ provides a preview function for exactly that purpose ie. so you can view what a theme will appear like prior to changing one.

You’re welcome and best wishes.
Note: Every theme has a detailed theme description page. This one is at https://wordpress.com/theme/twentyseventeen that’s where set up instructions for it and the live demo site link is found.
