Mod_Security Issue

Hello,
My website has experienced a really big decrease in traffic and I get the following error when I try to log in:
An appropriate representation of the requested resource could not be found on this server. this error was generated by mod_security.
This has been going on for a couple of months now and, during that time I connected Ezoic to my blog. I don’t know if this is just a coincidence or if Ezoic might have caused the issue.
I contacted Bluehost and they told me that my ISP has blacklisted my blog. Could this explain the crazy drop in traffic? I don’t understand why they would blacklist my blog.
Could someone please help me?
