I need to change my primary domain to a custom domain in order to be eligible for wordpress ads. How can I change a WordPress primary domain to a customer domain?

Registering an underlying .wordpress.com URL first is required for domain mapping. That underlying URL does not have to match the domain URL when you are domain mapping. As @timthief mentioned, custom domains are a feature of paid plans — Personal, Premium and Business. Each plan includes one domain credit which can be used to map a domain you already own or register a new one.

Premium and Business plans include automatic access to the WordAds program, which means you could set up advertising on your site straight away. These plans also include a custom domain.
