  can I modify themes? like the header and the footer?
  can I add plugins? like forms, and other widgets?

  Adding your own plugins and themes is only available on self-hosted blogs running on WordPress.org software. You can read more about the differences between WordPress.com and WordPress.org here:

  But we do offer contact forms and a variety of widgets ready to go. Please let me know if there’s a particular feature you’re looking for, and I can recommend a way to make it happen. :)

  You won’t have access to the back-end files generating the Header and Footer, but you can customize your sites CSS with the Custom Design options of our Premium plan.
