Hello Tyrone,
If your plan is the Premium plan or the Business plan, you can modify CSS code with Custom CSS function. If you are already subscribing those plans, please navigate to My Sites→Customize→CSS. Step-by-step instructions for adding CSS code can be found here.
If you are not subscribing those plans yet and are interested in upgrading, please perform upgrading through https://wordpress.com/plans/.
Thanks :)

Hi @tyrone2k17, I use the web inspector built into my browser to find the relevant CSS. If you are not familiar with the web inspector in your browser, take a look at our support page on How to Find Your Theme’s CSS where you will find some brief screencasts to get you started with it. I find it an invaluable tool when working with CSS.
