I did: build my blog with set elements
I saw: substantial amount of pre-defined information
I expected: some advancement on user definable preferences, for the savvy web developer / designer. Including ability to accept meta data for its applicability with popular search engines. Blogspot with its tertiary UI offers this,
a/v : also, does wordpress accept streaming media for redefinition or only .mov files?

If you are talking about a blog hosted here at wordpress.COM, we cannot upload or modify the underlying theme PHP script files, and we cannot upload .xml files or themes from outside wordpress.COM. This is a multi-user platform which means we all share the same underlying theme files so a change to those files by one person would change it for everyone.
What we have here is the paid CSS upgrade, which allows us to style the themes that are already here, but we cannot change the basic functionality.
