That domain has already been removed from our system and is currently in redemption with our registrar. It is still possible for me to recover the domain at this point, but our registrar charges an $80 fee to restore a domain from redemption. Let me know if you agree to that fee and I can get the recovery process started.

You let the domain expire, meaning it’s not active anymore. For a short period of time after a domain cancels or expires, we have a grace period to recover the domain without an extra fee.
After the grace period ends, your domain enters the redemption period, the length of which can vary. This means the domain name can still be recovered, but there is an $80.00 redemption fee required in addition to the normal renewal cost (in your case, $18). This is standard practice for domain registrars and not something WordPress.com controls.
GoDaddy has the same policy for a domain that is in redemption and charges an $80 fee as well. From their website:
