You install the jetpack plugin https://jetpack.com first and activate it and then they make the transfer when they are available.

You can transfer your WordPress.com Followers and email subscribers from your WordPress.com blog to your Jetpack site by following the instructions here:

I’m following these instructions (that you sent) but the drop down box is blank. It seems like I’m having the exact same problem as this link https://en.forums.wordpress.com/topic/transfer-followers-49?replies=13
