Can you monetize your blog with adsense if you have the free plan?

To allow Google AdSense, you require to add its code to the header of the website which is possible only if you have a Business Plan.
It’s because you will need a plugin for that.
So, you can’t use Google Adsense if you have a free plan. Although, you can monetize with WordAds and other ways.

WordAds is the official WordPress.com advertising program. The program features ads from external ad networks such as Google, Facebook, AOL, and more.

When I go to sign up for word ads, it says I have no eligible blogs, I must have a custom domain to sign up, I tried adding one of my domains but it says I must upgrade to add my own domain.

You will need a site with a custom domain on an upgraded plan in order to apply to the WordAds program, yes.

No. With the Personal Plan you can add a custom domain, and that will allow you to apply to our WordAds program.
To use Google Adsense on your site requires the WordPress.com Business Plan, at $300 a year.

With the Personal Plan, you can apply to AdWords, but you need to have a meaningful amount of views (the exact amount isn’t published) to be accepted into the programme.

The prices are show as the price per month, but we bill yearly for all of our plans, so the cost is always 12 x [the monthly amount of the chosen plan].
In the case of the Premium plan it would be $8 x 12 months = $96 yearly.
