It depends. Sites with the Personal, Premium or Business Plan shouldn’t see ads if you’ve not signed up to WordAds.

Is it safe to promote your site via social media?
Could you please be more specific about what examples you’re worried about? Linking to a site can cause no harm unless the site itself is malicious, but it’s almost impossible for a WordPress.com one to be that.
Bare in mind WordPress.com comes with features to promote your site via social media. I’ve “Publicize” for many years and never had a problem. Please refer to the links @timethief sent.
