I am not sure about the PayPal situation, but I can say that you will not automatically get paid just because you are WordAds eligible.
You’ll need to start writing your site first and develop a following, then advertisers can start bidding to display ads based on your traffic patterns and what not. Or, you could consider contacting local businesses to see if they would like to display ads.

Like what number of minimum visitor should be that would help me earn? If i would be posting regular blogs the traffic would automatically occur after upgrading to premium?

We do not disclose the minimum number of views that are required for admission into WordAds, but I can tell you you will need thousands of views a month to make any meaningful income from online advertising, no matter where you host your site or what advertiser you use.
The Premium Plan will give you immediate acceptance into the WordAds program, but all a plan does is add features to your site. Buying a plan won’t automatically make your traffic increase.

I just wanted to add, in case you’re not already aware, you’ll only get paid once you make $100.
Payments are sent around the last day of the following month. If you earned less than $100 in a given month, your earnings will carry over to the next month instead.
