  What are the terms and conditions to monetize your site? I would like to know before I upgrade my site.

  This is explained pretty well in the support documentation.

  To access the information, click through to the Support page and type in “monetization,” this comes up:
  https://en.support.wordpress.com/monetize-your-site/

  Specifics on what is allowed, which plans allow adwords, etc. are all there.
