  We need details please.
  1. What is the domain URL?
  2. What is the underlying .wordpress.com URL?
  3. Exactly which username account registered the underlying .wordpress.com blog and purchased the upgrade for it?
  4. When was the upgrade purchased?
  5. When did the refund request and upgrade cancellation take place?

  There are time limitations for requesting and receiving refunds.

  WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.

  You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew.   @ivbaoxing this account doesn’t have any purchases. If you bought upgrades as another user, can you log out, then log into that account?
