Monotone is a photoblogging theme and each post in it is a full sized photo. I’m not clear on what it is you are asking. Will you please post the URL for the blog in question starting with http:// so we can help you.

“full size” is a bit of a misnomer here on WordPress.com. In practice, it means the maximum image size allowed for whatever theme you are using. You can find those dimensions here http://wpbtips.wordpress.com/2009/07/23/maximum-image-width/
In many themes, you can get to the actual full size image if you’ve linked it to the image (maximum allowed size when inserted) by clicking on the image that is displayed or via the link provided on some attachment pages. Since Monotone doesn’t have this option, you could hard code the link to the image file or insert a thumbnail with the link in the text area of the entry.
Monotone is unique among all the themes here as it is not coded to display anything other than the maximum allowed size. When it is clicked, it loads the next image in your blog.http://en.blog.wordpress.com/2008/05/02/april-monotone/ and http://wpbtips.wordpress.com/2009/03/29/remarks-on-monotone/
The bit with the background seems to be a bug, because once upon a time, the entire background was the “frame” color. That’s something I would report to Support directly at http://en.support.wordpress.com/contact/

The “Full Size” option in the image uploader doesn’t mean actual size of original file: it means the maximum the theme is designed to accommodate (and is often wrong). It only coincides with the actual dimensions of the file if the file is smaller than the allowed maximum.
To view the real full size original, you’ll have to write a link to it in the main body of the post.
But you get better quality on the post if you upload downsized images that are displayed in real size – see here:
http://wpbtips.wordpress.com/2010/01/16/image-quality/See here for details on recommended image size for Monotone:
http://wpbtips.wordpress.com/2009/07/23/maximum-image-width/#n4The outer background in this theme stays white. For a changing outer bg, switch to its sibling, Duotone (make sure the option “Automatic Background Color” is selected in Appearance > Theme Options).

@JJ: I don’t remember – I don’t even know if it ever was any different. The thumbnail in Appearance>Themes shows white bg.
@pvinis: See here:

As rain said, that’s the way all other themes work.
