  When i am trying to pay for a plan. I get only a year fee.
  WordPress.com Personal – annual subscription
  35.88 USD
  (2.99 USD x 12 months)

  Do i pay 35.88 immediately or do i pay 2.99 every month?

  There are no monthly payment plans at WordPress.com. You pay annually in advance for upgraded plans. The main reason most people upgrade is to get a custom domain and that is something that is paid for annually.
