  If I purchase the $33 per month plan, after my website is finished, can i bump my monthly package down to the $7 per month plan? I plan on building my website with the Divi theme.

  No because if you need a Business plan to use plugins then downgrading to a lesser plan later would mean those Business plan features on your site would no longer work.

  To use third-party themes/plugins such as Divi, you would need an ongoing Business plan. You can learn more about that here: https://wordpress.com/support/themes/uploading-setting-up-custom-themes/

  You might find better value with the annual Business plan, which has an overall lower monthly costs (though is billed yearly). You can review its features and pricing here: https://wordpress.com/pricing/

  It’s also worth noting that with an annual plan upgrade, you get a one-year free domain registration as well.
