  I wondering whether WordPress has the option to upgrade to premium but on a monthly payment plan – instead of annual. I am launching my new business but I don’t have the cash available to purchase the annual package. I need the business version because i need unlimited memory available on the site – as a lot of my content will be video.

  There are no monthly payments plans. You have to pay in full at the time of purchase for a one year subscription. See here for details on purchasing the annually renewable Premium bundle of upgrades http://store.wordpress.com/plans/premium/

  WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.

  Note: It takes from 1 – 2 weeks for the refund to be received.
