Moratorium of 'dead' blogs

I would like to start a new blog, but the subdomain, or title is already in use. However, this blog has not been updated since 2008! Does WordPress have a policy on releasing ‘dead’ blogs?

You cannot register a site URL that has already been registered and there is no expiration date on any on .wordpress.com blog URLs unused, reserved or otherwise. Note that in these cases the blog’s owner rarely responds to comments if they are open or to contact information on the site but you can try that if you wish to.
Note that Staff will not breach the privacy policy and provide you with an email address if you cannot make contact with the owner.
