  I want to upgrade so that I can use an advanced theme/template… Are the plans based on developing one website, or can I create more than one website with my plan?

  They must be separately purchased and apply only to a single blog for the duration of the time it remains hosted by WordPress.COM. They are not transferable to wordpress.ORG sites.

  You cannot install any custom theme or any third party theme into any wordpress.COM hosted blog and there is no upgrade that changes that. You are confusing WordPress.ORG software with WordPress.COM hosted blogs.

  There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
