Most current upgrade for WordPress

  How can I upgrade my wordpress to the most current version? I hope this is the right forum for this. I’m having trouble loading the widget, Text: Arbitrary text or HTML, and I was told that I probably haven’t uploaded the most current WordPress upgrade and that it could be done under dashboard. Please help me with this.

  You cannot upgrade WordPress.com blogs. WordPress.com does not allow arbitrary HTML or code, the permitted keywords are listed here: http://en.support.wordpress.com/code/
