  How can i move comment box to above comments in WP Admin ?
  I’m using free account

  Hi there. This is not possible with a free account. To any design element on your page you will need the Custom Design upgrade which is included in the Premium and Business bundles. See here for more information:

  To *edit/move* any design element…
