Move comment form to top

Hi!
Is there a way to move my the “Leave a Reply” area to the top of the comments instead of a reader scrolling down to comment? Or a jump to comment form option?

Their is no free way to do this. It may be possible if you are experienced with CSS editing and if your purchase and annually renewable CSS editing upgrade and do the work yourself.
CSS is theme specific, so you cannot use the CSS stylesheets from other themes with the themes here at wordpress.COM. Since there is no official Staff support for the CSS upgrade, and precious little Volunteer support, I recommend that you don’t buy the upgrade unless you have at least moderate understanding of HTML and CSS because you must be prepared to do the work on your own.
If you are considering purchasing the upgrade, you can go to Appearance > Edit CSS. There wordpress has provided a preview function where you can try before you buy.

As timethief said, it would probably require custom CSS.
This being said, you asked if it was possible to put a link that jumps to the comments… Here’s an example.

Do not include your domain name in the URL, otherwise you’ll get a request to approve a pingback to yourself. -
That being said I want to being to your attention this fact. Our front pages are designed to “showcase” comment and that means that the comment boxes are collapsed on wordpress.com blog on the front page. To see the comments display one has to click the post title or comment link and then the post displays on it’s own page.
If the commments on your front page did not collaspe and your became a popular blog the front page would be a mile long. mile long pages take a long time to load and studies show that 8 seconds is the breaking point where visitors simply cleick out rather than waiting for the page to load. More to the point Google has made pageloading time a pageranking factor. If the kind of blog you want is a Twitter style chat blog then forget the CSS editing and simply use the P2 theme. http://theme.wordpress.com/themes/p2/
