  Could you please move followers from the WP blog http://significantseams.wordpress.com to my new self-hosted blog at http://significantseams.org.uk

  Your user (app17uk) is not an administrator of http://significantseams.wordpress.com/

  I will need an existing administrator of that blog to add your user as an administrator before I can transfer your followers to your self-hosted blog. Please see the User Roles guide.

  After you have been added as an administrator, please confirm and I can transfer your followers.

  I’m still not seeing your user (app17uk) listed as an administrator of http://significantseams.wordpress.com/

  An existing administrator can manage the users of the blog from the dashboard here:
  https://significantseams.wordpress.com/wp-admin/users.php

  If you have another user (not app17uk) that is an administrator of both http://significantseams.wordpress.com and http://significantseams.org.uk then I will need a post from that user here confirming your request.
