Yes. Buy hosting somewhere, at a cost of about $120 a year and up. Then install software from WordPress.org. Then buy a domain name and connect it to the site. Buy a theme and install and configure it. Choose, install, and configure plugins. Then export the contents from your wordpress.com blog and import them to your wordpress.org blog, then set the WordPress.com blog Private and switch over your subscribers.

I already have a domain name. and a host to host it. I was told that wordpress has a service to do this for me for free.

No, WP.com can host your blog for free. If you want to move off WP.com either you do it yourself or you buy the paid Guided Transfer upgrade for $99.

The only tricky part is changing the name servers to point the domain outside of WordPress.com.
