move reply box above old comments

Hello,
How can I Move the Reply Box Above the Comments on my WordPress.com website? I created a child folder to test this method- https://wordpress.org/support/topic/how-to-move-comments-box-to-appear-below-each-post/ , but it doesn’t seem to have done anything. Any assistance would be extremely helpful

Of what site are you speaking? The account you’re using to post here doesn’t own any sites on WordPress.com.
To post in the WordPress.org forums, you need a WordPress.org username account. Neither your WordPress.com account login, nor your site’s admin account if you have a stand-alone WordPress site, can be used to log into WordPress.org.

Not eligible here, since that is a self-hosted WordPress.org site, which we really can’t help with here, but support is available.
To clear up any confusion, WordPress.com and WordPress.org are two different entities: https://support.wordpress.com/com-vs-org/
