Move to WordPress for a host

I want to switch from weebly to WordPress and keep my same address. Is this possible? Weebly said I could:
“unlock a domain for transfer and generate your EPP code via the ‘Domains’ tab of your account” or “simply update the nameservers on your domain to provide a new host with full DNS control.”
What do these mean? Help please.

WordPress.com provides free blogs and free hosting for them. WordPress.com does not accept domain name transfers but mapping to an existing domain can be done.
Domain mapping of an existing domain URL that you already own and purchased elsewhere is not done free of charge. You will have to renew the domain name purchase where you made it and the domain mapping purchase here every year.

Mapping an existing domain costs $13. annually. In order to map to a domain one must have an underlying .wordpress.com subdomain blog to map from. If you have registered a .wordpress.com blog you log in as Admin under the exact same username account that registered the blog and purchase a domain name by purchasing an annually renewable domain mapping upgrade for the blog.

Dashboard > Store > My Upgrades is where you do the primary blog set up knowing it can take between 24 – 72 hours for domain name propagation to take place throughout the internet. You can view the DNS changes here > http://www.whatsmydns.net/ What’s important during that stage is to be patient.

So, if someone visits my current website, they will automatically be directed to my new wordpress site? Is this correct? What url will be shown when/if they are directed to the wordpress? Thanks!

Not exactly, no.
A domain can only point to one website. Until you change the nameservers and buy the Domain Mapping upgrade, it points to your Weebly site. Once you do that, and you set the custom domain as primary, then anyone going to whatever.com goes to your WordPress.com site. The weebly site still exists, but it has a domain name of 2.23-.3039 etc so nobody will actually ever go there. Anyone trying to go to the old one goes to the new WordPress.com site, because that is where the domain points. In the URL they will see whichever URL you have set as primary.
