move WP site from self-hosted to wordpress.com

I want move the self-hosted site at http://www.lifewithcats.ca to a free site at wordpress.com. Everything I read is telling me it’s as simple as importing the xml file I exported from the self-hosted site. It would be simple except that I can’t find that option on my wordpress.com GUI. Is this kind of move possible? Am I just missing something obvious?

Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and navigate to Tools.
Dashboard > Tools > Import
